₹7,280 Crore Rare Earth Bet: Could This Unlock India’s Rare Earth Potential?

If I had to reduce this entire story to one sentence, it would be, India has the reserves. It has never had the ability to turn those reserves into rare earth magnet. And the government has now placed a ₹7,280 crore bet on changing that over the next five years.

That is the whole story. India is rich in rare-earth resources, but it remains heavily dependent on China for the processing and magnets needed by industries such as EVs, wind turbines, electronics and defence.

Everything else the 20 bidders, rare-earth corridors, L&T and Coal India entering the race, China’s export controls and the push toward rare-earth-free motors is a sub-plot underneath that one sentence.

The bigger question is whether ₹7,280 crore can help India build a domestic rare-earth magnet industry fast enough to reduce its dependence on China.

So, let’s build this story from the ground up.

1. What Are Rare Earths and Why Do They Matter?

Rare earth elements are not actually rare.

There are 17 rare earth elements, including the 15 lanthanides along with scandium and yttrium. They are found in rocks and soil across the world, including India.

The problem is concentration.

Rare earths are often present in very small quantities within the ore. Extracting usable material therefore requires processing large amounts of raw material, using complex separation and refining technologies.

That is why the rare-earth story is not simply about who has the biggest reserves.

It is about who can move from:

Ore → Refining → Metal → Alloy → Magnet → Motor → End Product

And this is where China built its enormous advantage.

Why are rare-earth magnets so important?

One of the most important products made from rare earths is the NdFeB magnet Neodymium-Iron-Boron.

These are extremely powerful permanent magnets and are used in:

  • Electric vehicles
  • Wind turbines
  • Industrial motors
  • Electronics
  • Aerospace
  • Defence systems

This is also why rare-earth supply is becoming increasingly relevant for investors tracking EV stocks and defence stocks, as both sectors depend on advanced motors, electronics and high-performance components.

For certain high-performance and high-temperature applications, NdFeB magnets can also require heavy rare earths such as dysprosium and terbium.

Dysprosium helps the magnet retain its strength at high temperatures, while terbium improves heat resistance and durability.

This creates India’s bigger problem.

The country may have large rare-earth resources, but that does not automatically mean it has all the materials needed to manufacture every type of high-performance magnet.

2. Why Does China Dominate Rare-Earth Magnets?

China’s dominance did not happen by accident. It was built over decades. From the 1970s onward, China invested heavily in rare-earth mining, separation and processing. It expanded production and supplied the global market at competitive prices.

That created a powerful feedback loop. Low-cost Chinese supply made it difficult for producers elsewhere to compete. Some mines in countries such as the US and Australia became commercially unattractive or closed because of environmental and economic challenges.

While other countries stepped back, China continued moving further down the value chain. The real advantage eventually became processing and manufacturing, not simply mining.

The 2010 China-Japan dispute provided the world with a warning. China’s restrictions on rare-earth supplies demonstrated how much leverage a dominant supplier could have over manufacturers. The US, EU and Japan subsequently challenged China’s export restrictions at the WTO.

But the strategic lesson was already clear: The real moat was not the mine. It was the processing ecosystem built around the mine.

Today, China accounts for roughly 60% of global rare-earth mining, but its share of refining is much higher. Its position is even stronger in permanent magnet manufacturing.

That is why replacing China is so difficult. India is not simply trying to find rare earths. It is trying to build an industry that China has spent decades developing.

3. India’s Rare Earth Paradox: Huge Reserves, Tiny Production

This is perhaps the most important number in the entire story.

India has around 6.9–7 million tonnes of rare-earth resources, making it one of the world’s largest holders of rare-earth resources.

Yet its share of global mine production is still below 1%.

So why the massive gap?

Low concentration

India’s rare earths are largely found in monazite-bearing beach sand minerals along parts of the Kerala, Tamil Nadu, Andhra Pradesh and Odisha coastline.

The concentration of valuable material in these deposits can be very low.

The opportunity could also extend beyond specialist rare-earth companies. Established large cap stocks with exposure to engineering, automotive, energy and advanced manufacturing could potentially benefit as India develops the broader supply chain.

Historical restrictions

For decades, the mining and processing of monazite-containing beach sands was largely controlled by the state, with Indian Rare Earths Limited (IREL) playing a central role.

Private participation was extremely limited.

That began changing in 2025, when India’s mining framework was amended to allow greater private participation in rare-earth exploration and mining.

Refining remains the real bottleneck

Even after mining the material, India still needs to separate, refine and convert rare earths into usable metals and alloys.

This is where the country has historically lacked sufficient capacity.

And there is another complication.

Because large amounts of raw material may be required to produce relatively small quantities of usable material, processing plants are economically better located close to the mineral source.

But many of India’s deposits are along the coast, where environmental and land-use restrictions can make large industrial projects more complicated.

So India has a difficult balancing act:

Build the supply chain without creating unacceptable environmental costs.

4. India’s ₹7,280 Crore Bet: Build the Missing Magnet Industry

This is where the government’s latest policy becomes important. India is not simply trying to mine more rare earths. It is trying to build the missing downstream manufacturing capacity.

In November 2025, the government approved the Scheme to Promote Manufacturing of Sintered Rare Earth Permanent Magnets.

The headline numbers are significant:

  • ₹7,280 crore total outlay
  • Target of 6,000 MTPA integrated sintered rare-earth permanent magnet capacity
  • Up to five beneficiaries
  • Maximum allocation of 1,200 MTPA per beneficiary
  • Global competitive bidding
  • Two years for setting up manufacturing facilities
  • Five years of incentive support linked to production
  • Limited assured raw-material supply from IREL for selected beneficiaries

The policy is therefore aimed at one of the most important missing links: Turning rare-earth material into actual high-performance magnets inside India.

The government has also announced dedicated rare-earth corridors in Odisha, Kerala, Andhra Pradesh and Tamil Nadu, covering mining, processing, research and manufacturing.

This is not a single factory project. It is an attempt to build an ecosystem.

5. Twenty Bidders, Five Slots: Who Wants In?

The government received 20 bids for the rare-earth permanent magnet manufacturing opportunity.

The list includes both listed companies and private companies.

Some of the more prominent names include:

The bidder list is interesting, but investors should be careful about one thing:

A company bidding for the scheme does not automatically become a rare-earth investment opportunity.

The actual opportunity will depend on:

  • Whether it wins
  • How much capacity it receives
  • Capital expenditure required
  • Technology
  • Access to raw material
  • Ability to manufacture at scale
  • Expected margins and returns

The recycling companies are particularly interesting. Attero and Lohum are exploring ways to recover valuable rare-earth materials from old EV motors, magnets and electronic waste.

The potential cycle is simple:

Old magnets → Recover NdPr → Reprocess → New magnets

If this works at scale, recycling could become a second domestic feedstock source and reduce the pressure on new mining. But the economics still need to be proven.

6. ₹7,280 Crore Is a Beginning, Not the Finish Line

There is another important reality. The scheme targets 6,000 MTPA of magnet manufacturing capacity. That sounds large until you compare it with India’s current dependence on imported magnet products.

Even if the entire 6,000 MTPA target is achieved, India will still need additional domestic capacity and alternative international sources.

So this scheme should not be viewed as:

₹7,280 crore = China dependence ends.

It is better understood as:

₹7,280 crore = India starts building a domestic magnet supply chain.

That distinction matters. The first factories will prove whether India can manufacture these magnets at the required quality, cost and scale.

If they succeed, the next question will be whether capacity can be expanded.

7. Two Major Problems India Still Has to Solve

Problem 1: The mining economics are difficult

India’s deposits can have very low concentrations of valuable rare-earth material. That means large quantities of raw material may have to be mined and processed.

This increases:

  • Capital requirements
  • Processing costs
  • Waste
  • Environmental concerns

So building a domestic supply chain is not simply a matter of allocating government money. Economics have to work.

Problem 2: Heavy rare earths remain a weak point

This may be the bigger strategic problem. India’s known resources are largely weighted toward light rare earths such as neodymium and praseodymium. But high-performance applications can require dysprosium and terbium.

India has limited domestic availability of these heavy rare earths at the scale required. That means even a successful domestic magnet industry may still need:

  • Overseas supply
  • Strategic partnerships
  • Recycling
  • Alternative technologies

In other words:

India can reduce its dependence on China without becoming completely independent from China.

8. The Counter-Move: What If We Simply Need Fewer Rare Earths?

This is where the story gets more interesting. While governments are trying to build rare-earth supply chains, companies are simultaneously working on rare-earth-free or rare-earth-reduced motors.

Toyota has developed neodymium-reduced magnet technology. Indian companies and researchers are also exploring alternative motor technologies. Sona Comstar has developed motor designs that reduce dependence on traditional rare-earth materials. Ather and Bajaj are evaluating alternative motor architectures. Ola Electric already uses rare-earth-free ferrite motors on some models. Varroc and Greaves Electric are also developing technologies aimed at reducing dependence on rare-earth magnets.

This creates two parallel strategies:

For investors looking at shares for long term investment, this shift is important because the eventual winners may not only be rare-earth producers or magnet manufacturers, but also companies developing the motors, components and technologies that support the next generation of EVs and industrial applications.

Strategy 1: Build India’s own rare-earth magnet supply chain.

Strategy 2: Build motors that need fewer or no rare-earth magnets.

And that creates the most interesting twist in the story. India may not need to perfectly replicate China’s entire supply chain if technology reduces the amount of rare earths required in the first place.

However, this does not eliminate the problem completely. Defence, aerospace and other high-performance applications are likely to continue needing advanced magnetic materials.

9. What Does This Mean for Investors?

For investors, the rare-earth story is not simply about finding the next “rare earth stock.” The bigger opportunity is to understand which companies could benefit as India builds its own rare-earth industry and reduces its dependence on China. Investors searching for the best stocks to buy for next 5 years in India should look beyond the theme and focus on companies with strong fundamentals, execution capabilities and exposure to long-term structural growth.

India already has large rare-earth resources and a strong automotive, EV, wind and engineering ecosystem. The missing piece is the ability to process these materials and manufacture high-performance magnets at scale.

That is why the next few years will be important.

Investors should keep an eye on six things:

  1. Which five of the 20 bidders win the government scheme?
  2. Can the selected companies start production within the proposed timeline?
  3. Can they secure enough raw material at a competitive cost?
  4. Can recycling companies such as Attero and Lohum recover rare-earth materials profitably at scale?
  5. Can India find reliable alternatives for heavy rare earths such as dysprosium and terbium?
  6. Can rare-earth-free motor technologies reduce the industry’s dependence on these magnets?

The important point is that not every company associated with rare earths will automatically benefit.

The real opportunity lies with companies that can successfully build capacity, secure raw materials, control costs and turn this emerging industry into a profitable business.

For investors, therefore, the focus should be on execution, economics and long-term demand not simply the “rare earth” label.

India’s ₹7,280 crore rare-earth magnet scheme is strategically important, but it is only the beginning. The country still needs to build reliable mining, refining and magnet manufacturing capacity while reducing its dependence on China.
